Abstract: The present study analyzes the Integrated Urban Sanitation project in Aceguá, on the border between Brazil and Uruguay, financed by the MERCOSUR Structural Convergence Fund, conceiving FOCEM itself as a regional public policy on a macro scale. Through indirect documentation and using primary, secondary, bibliographic, and journalistic sources, the results found allowed us to conclude that there were administrative and environmental obstacles in the execution of the project works on the Brazilian side, while the Uruguayan portion was carried out within the scheduled deadline and was inaugurated without completing the binational project. Based on an examination of the reasons for the delay in works in Brazil, the study suggests some possibilities for improving the institutional mechanisms of FOCEM as a public policy on a regional scale, improving transparency and thus accelerating the results of the projects promoted.
