Abstract

With five years remaining until the 2030 Agenda deadline, this article analyzes Paraguay's situation within the context of regional challenges identified by the Economic Commission for Latin America and the Caribbean, including the development traps of low growth, high inequality, and weak institutional capacities. Despite Paraguay's formal commitment, evidenced by the creation of the Sustainable Development Goals Commission and the alignment of the National Development Plan, progress towards the Sustainable Development Goals is mixed, showing progress in areas like energy access but facing significant challenges in poverty, inequality, education, decent work, and environmental sustainability. The analysis argues that a central bottleneck for accelerating progress lies in the effectiveness of the institutional framework and governance, manifesting in challenges related to intersectoral coordination, capacity development, and territorial articulation. Following the approach of the Economic Commission for Latin America and the Caribbean to managing transformations, it is proposed that acceleration requires a decisive strengthening of institutions and governance, the deepening of social dialogue and multi-stakeholder collaboration, effective mobilization and management of financing, and the implementation of sectoral policies anchored in reinforced institutional capacity. The conclusion emphasizes the urgency of coordinated and sustained action, with a strong institutional component, for Paraguay to make significant strides towards sustainable development in the coming five years.
