This study analyzes the potential social consequences for the population of Bañado Sur in the event of the implementation of the Bañado Sur Master Plan and the Coastal Area Detailed Plan, particularly regarding housing displacement and the formalization of families' living conditions. The Bañados are home to approximately 26,000 low-income families who, unable to access housing on safe land, settled in these at-risk areas and developed collective resilience strategies over the years. This population concentration makes the territory a significant space for electoral disputes. Using a qualitative, descriptive, and cross-sectional approach, semi-structured interviews were conducted with key informants, along with bibliographic analysis. The results show that any intervention that fails to consider the social reality of this population would fragment the community fabric built over decades, in a context where institutions tend to prioritize real estate interests over residents' needs.
