In the dynamic and highly competitive context of higher education in Paraguay, the National University of Pilar (UNP), a public institution established by Law No. 529/94, faces the challenge of maintaining its strategic position in the face of the growing academic offerings in the region. This study adopts Porter's Five Forces model as a theoretical and analytical framework to examine the competitive environment surrounding the UNP, considering the threats posed by new entrants, the bargaining power of suppliers, the choice of students and their families, the emergence of educational alternatives (substitutes), and the intensity of rivalry among institutions in the sector. The research was conducted using a mixed-methods approach, integrating qualitative and quantitative methods. Semi-structured interviews were conducted with key institutional stakeholders (administrators, faculty, and coordinators) and questionnaires were administered to a sample of students from different faculties. The results show increasing competition from private institutions and more flexible non-university education programs, as well as a significant empowerment of students in their choice. However, the UNP maintains specific strengths in strategic programs with limited offerings in the regional market, consolidating its unique value in certain academic niches.
