Abstract

This document outlines the technical process for the creation of a Technology Transfer Office (OTRI) at the Universidad Autónoma de Asunción (UAA), within the framework of the PROCIENCIA program of the National Council of Science and Technology of Paraguay (CONACYT), with the support of foreign experts from Uniempresarial in Bogotá, Colombia. Its objective is to describe the technical process implemented for the establishment of the OTRI, within the context of strategic planning. The project was developed through a strategic planning process, following the methodology of Castro Martínez and García Aracil (2021), which combines qualitative internal analysis through SWOT and quantitative internal analysis through market studies. The working methodology followed a socio-critical approach, under the action-research methodology. It integrated qualitative tools (SWOT) from 12 university researchers for internal analysis, and quantitative data from the market study involving 38 participating companies. The main results generated from the action-research process are: The analysis results led to the establishment of four programs for managing technology transfer and research outcomes: Innovation and Entrepreneurship Hub for the development of business and social innovation projects; SME Development and Innovation Program; Acceleration Program for the development of innovation projects and new technology-based startups; Technology Transfer Strengthening Program. Conclusion: Although UAA faces challenges, opportunities include available funding and international cooperation. The OTRI is projected as a key mediator between academia and industry, with the potential to become a technological park that fosters the creation of knowledge-based and technology-driven industries.
