ROJAS-VINALES, Ana Teresa. Reflections on gender-responsive fiscal policy in Paraguay: current progress and challenges. Poblac.Desarro. [online]. 2025, vol.31, n.61, pp.6-22. ISSN 2076-0531. https://doi.org/10.18004/pdfce/2076-054x/2025.031.61.006.
Fiscal policy is the primary tool used by states to manage resources, and gender policies, as a social construct, distinguish between men and women. Therefore, the allocation of public revenue and expenditure has differentiated impacts on people's lives. Gender-sensitive fiscal policy contributes to reducing inequalities and promoting social equity by addressing the disparities and challenges women face in the form of wage gaps, occupational segregation, access to basic services, and household responsibilities. It is therefore argued that fiscal policy is not gender-neutral; it can either deepen or diminish these inequalities. This article analyzes the economic and social disadvantages affecting women with the aim of reflecting on current fiscal responsibility in Paraguay in reducing gender gaps, reorganizing work, empowering women, and promoting social inclusion.
