BASTIDAS-UNIGARRO, Antonio; ORTIZ-LOPEZ, Robert Wilson y MUNOZ-CASTRO, Daniel Oswaldo. Poverty maps for public policy decision-making in Colombia: case of the municipality of Linares, Nariño. Años 2022 y 2023. Poblac.Desarro. [online]. 2025, vol.31, n.60, pp.17-30. ISSN 2076-0531. https://doi.org/10.18004/pdfce/2076-054x/2025.031.60.017.
The preparation of this article was based on the investigative process and field work developed by the research group "TINKU" attached to the Higher School of Public Administration - ESAP (Territorial Nariño - Alto Putumayo) in the municipality of Linares belonging to the department of Nariño - Colombia between the period 2022 - 2023; The research aimed to establish the importance of poverty maps in a territory for decision-making on the formulation of public policies. The work integrated the benefits of the positivist paradigm and the quantitative type of study, in addition, the correlational approach was used in the treatment of the variables. The methodology included probabilistic econometric models (Logit, Probit and Tobit) and logarithmic linear (OLS) as a mechanism to classify the population of Linares on scales of "not poor", "poor" and "extremely poor" within the economic, social, cultural, political-institutional and environmental dimensions. Using ARCGIS software and the coordinates present in the Geographic Information System (GIS), three poverty maps were constructed that graphically represent the following classifications: 1) general distribution of the poor, extremely poor and non-poor population and 2) concentration of poverty and extreme poverty. The methodological design, in turn, allowed corroboration of the null hypothesis, that is, poverty maps should be considered as necessary inputs for decision-making on the formulation of public policies. Finally, based on the characteristics of Linares (N), recommendations were made that could assist in the construction of a public policy, such as: how to identify the public problem, types of population-territorial approaches, transfer logic, horizontal relationship between actors and the need for participatory governance.
