NUESTRO PARAGUAY^*

Señoras y señores,

Se inicia hoy este evento que ve la luz tras dos años de preparación. Antes que nada quiero darles la más cálidabienvenida y agradecer su presencia aquí, esta noche.

La Sociedad Paraguaya de Cirugía me ha honrado con la designación para presidir este Congreso que es organizado cada dos años y tiene el privilegio de contar en esta oportunidad con la adhesión del Colegio Internacional de Cirujanos y la Sociedad Paraguaya de Cirugía Torácica.

Este evento no hubiera sido posible de no mediar el apoyo de empresas representantes de material quirúrgico o productos medicinales, a las que expresamos nuestro profundo reconocimiento, en especial a Scavone Hnos.

Pero también quiero destacar en este acto la labor desplegada por el comité organizador para el éxito del congreso, y por justicia debo poner de resalto la labor del secretario general Dr. Carlos Arce Aranda, el tesorero Dr. Francisco Corvalán y la secretaria Ejecutiva Sra. Magalíe Perrier quienes han dejado parte de su vida organizando cada detalle.

El avance vertiginoso de la tecnología de la comunicación, el acceso directo a las fuentes de información, las teleconferencias, las cirugías robóticas a distancia y otros tantos ejemplos, hacen que a menudo nos invada la duda sobre la validez de los congresos, los costos, los desplazamientos, el desgaste y el tiempo utilizado. Sin embargo, los fríos avances de la comunicación a distancia no pueden reemplazar la fraternidad, el afecto y la solidaridad que se genera en estos encuentros, manteniendo o sosteniendo casi a duras penas el áquina, haciendo que nos conozcamos mejor, nos valoremos más y demos espacio al afecto y al respeto mutuos.

En el programa hemos dado prioridad a cuatro ejes temáticos, que consideramos de mayor frecuencia e importancia: CÁNCER, TRAUMA, CIRUGíA HEPATOBILIOPANCREÁTICA Y CIRUGÍA MINI-INVASIVA y los invitados extranjeros han sido seleccionados en base a su reputación y experiencia en estos campos. A ellos se suman destacadoscolegas nacionales que aportarán su experiencia.

Recibimos hoy a renombrados cirujanos de España, Francia y de todo el Continente Americano, quienes han aceptado nuestra invitación para compartir, debatir y aprender de ellos, en los campos en que han logrado reconocimiento internacional. La Cirugía Paraguaya les manifiesta su profundo agradecimiento.

Este distinguido auditorio , compuesto en su mayoría por cirujanos, es en esencia una muestra parcial de la sociedad civil latinoamericana, por lo tanto acompaña los acontecimientos que se generan a su alrededor y que tienen consecuencias inmediatas en el quehacer diario o en el desarrollo de la región.

Por eso , en nombre de los lazos de solidaridad que deben regir en el sentimiento latinoamericano quiero que me permitan expresar, como ciudadano, mi desazón y tristeza por las decisiones arbitrarias de las más altas esferas de nuestra vecindad, en defensa de ejes ideológicos predeterminados y con objetivos de meridiana claridad. El Paraguay exige su derecho a la dignidad y a resolver los problemas de acuerdo a su constitución, sin tutores ni ingerencia foránea.

La “Guerra Grande” en el siglo XIX aniquiló a nuestro país en los albores de un gran desarrollo con el primer ferrocarril y la primera imprenta en Sudamérica. Desde entonces ís geográficamente pequeño, de menor potencial económico, sin salida al mar, sin petróleo ni misteriosos maletines, sin representar amenaza geopolítica, sin industria armamenticia de disuasión, un país que no ofende y es ofendido, un país conocido por su cordialidad y hospitalidad en la región.

En l932, la Standar Oil desencadenó una guerra con nuestros hermanos bolivianos y hoy nuevamente el petróleo deja sentir su aroma al ser suspendido arbitrariamente el Paraguay del Mercosur y aprobar el ingreso irregular de Venezuela, puesto que no cuenta con la venia del Congreso Paraguayo, insoslayable según el tratado. Un Presidente confesó íticas por sobre las jurídicas para violar el tratado de Asunción. Fiel discípulo de Maquiavelo “el fin justifica los medios”.

Es evidente el alto interés crematístico en la decisión de los tres presidentes, que ponderan la economía, el petróleo y el mercado que representa Venezuela olvidando la taxativa áusula democrática que sustituyen por un vergonzoso arancel para el reconocimiento democrático, todo lo demás es retórica.

Mientras con Mercosur o sin él, la libre navegabilidad de los ríos internacionales, el transporte-sin obstáculos de productos perimibles a través de territorios vecinos o el precio justo por la energía excedente de Itaipú seguirán siendo una quimera para el Paraguay.

Queridos colegas: que este congreso sirva para renovar nuestros cálidos sentimientos de amistad y nuestra voluntad inquebrantable en la búsqueda de horizontes de salud, paz y desarrollo, para nuestros hermanos de todo el continente. Que se oiga la voz de los pueblos y no la de circunstanciales dirigentes.

Bienvenidos a esta tierra hospitalaria, orgullosa de su historia, sus bellas mujeres y hermosas guaranias.

Ladies and gentlemen,

Today, after two years of preparation, this event sees the light of day. First of all, I would like to give you all the warmest of welcomes and thank you for being here tonight.

The Paraguayan Society of Surgery has honored me by appointing me to preside over this congress, celebrated every two years. This year we have the privilege of having our congress along with the International College of Surgeons and the Paraguayan Society of Thoracic Surgery.

This event would not have been possible without the support of the industry, representatives of surgical material and medicinal products to whom we express our profound recongnition - especially Scavone Hermanos.

But I would also like to highlight the role of the organizing committee in the success of the congress. To be fair I must especially acknowledge the work of the Secretary General, Dr. Carlos Arce Aranda, the Treasurer, Dr. Francisco Corvalán, and the Executive Secretary, Mrs. Magalie Perrier, who have given part of their lives to the organization of every detail.

The dizzying advance of communication technology, the direct access to sources of information, teleconferences, robotic surgery and so many other examples put in doubt the value of congresses, with their costs, the travel, the wear and the time required.

However, the cold advances of communication over great distances cannot replace the brotherhood, the affection and solidarity that come about in these meetings. And it is this getting to know each other better, this fellowship and mutual respect that sustain the human aspect of science, placing man over machine.

In our program we have given priority to four general topics, that we consider to be most frequent and important: cancer, trauma, hepatobilliary surgery, and minimally invasive surgery. Our guest speakers from abroad have been chosen based on their reputation and experience in these fields. And to these we add outstanding national colleagues that will contribute with their experience.

Today we welcome renowned surgeons from Spain, France and the entire American continent, who have accepted our invitation to share, debate and allow us to learn from the in the fields in which they have obtained international recognition. The Paraguayan Society of Surgery expresses its profound gratitude.

This distinguished audience, made up mostly by surgeons, is essentially a partial sample of Latin American civilian society and therefore accompanies the events that occur around it, that have immediate consequences in the day to day and in the development of the region.

For this reason, on behalf of the bonds of solidarity that must reign in Latin American sentiment, allow me to express as a citizen mi disappointment and sadness over the arbitrary decisions of the highest spheres in our vicinity, in defense of predetermined ideological axioms, and with very clear purposes. Paraguay demands its right to dignity and to resolve its problems according to its constitution, without foreign tutelage or interference.

The “big war” of the XIX century annihilated our country, at the dawn of great development, with the first railroad and the first printing press in South America.

Since then, we are a geographically small country, of lesser economic potential, with no access to the sea, no petroleum or mysterious briefcases. We are not a geopolitical menace and have no dissuasive arms industry; a country that does not offend and is offended; a country known for its hospitality and cordiality.

In 1932 Standard Oil threw us into a war with our Bolivian brothers, and today petroleum reeks again as Paraguay is arbitrarily suspended from Mercosur, and Venezuela’s admission is irregularly approved, because it did not have the venue of the Paraguayan Senate - a mandatory requisite according to the treaty.

One President confessed without shame that political motives superseded legal motives, to violate the Asunción treaty. Faithful disciple of Macchiavello: “the end justifies the means.”

Pecuniary interest is obvious in the decision of the three presidents, who ponder the economy, the petroleum and the market that Venezuela represents, forgetting the specific democratic clause that they substitute with a shameful tariff for democratic recognition. The rest is rhetoric.

Meanwhile, with or without Mercosur, the free navigability of international rivers, the unhindered transport of perishable products through neighboring territories and a fair price for Itaipu’s energy are still chimeras for Paraguay.

Dear colleagues, may this congress renew our warm feelings of friendship and our unbreakable will in the search for health, peace and development for our brothers of the entire continent. May the voice of our peoples be heard, not the voice of circumstantial leaders.

Welcome to this land of hospitality, proud of its history, its beautiful women and beautiful guaranias.
