Cronología de la construcción del nuevo Hospital de Clínicas

Construction Chronology of the New Clinics Hospital

Este 2011, concluyen ocho años de intensas tareas realizadas por diferentes estamentos, en procura de la conclusión del anhelado “Nuevo Hospital de Clínicas”. Como se dieron diferentes informaciones al respecto, hemos creído conveniente, hacerles partícipe de las indagaciones avaladas por datos oficiales extraídos del Presupuesto General de la Nación, rubro 520, ya sea el presupuesto y/o la ejecución respectiva, del año 2005 al 2011.
Año 2003: Se inicia el estudio del proyecto con la presentación del mismo al entonces Decano de la Facultad de Ciencias Medicas: Prof. Dr. Juan Adolfo Cattoni C. Proyecto denominado: “Fortalecimiento del Centro Materno Infantil”.
Año 2004: un grupo de expertos provenientes del Japón desarrolló y mejoró el proyecto, lapso durante el cual se le presento al Sr. Rector de la UNA Prof. Ing. Agrónomo Pedro González, quien ofreció su ayuda. Inmediatamente se realizaron los contactos para que el Gobierno del Paraguay acepte la donación del Gobierno del Japón. Esta aceptación traería consigo el aporte de contrapartida del gobierno paraguayo, comprometiéndo a la terminación de la estructura de hormigón armado ubicado detrás de la Cátedra de Pediatría. Esta obligación quedó pendiente por parte del gobierno paraguayo, cuando el Japón donó el Centro Materno Infantil. El esqueleto de hormigón armado contaba con innumerables problemas en la estructura, referida y estudiada por profesionales de las Facultades de Arquitectura e Ingeniería.
Año 2005: Para el presupuesto del año 2005 se consiguió el primer aporte del Gobierno Paraguayo para la terminación de la estructura de hormigón armado de la Unidad Pediátrica Ambulatoria, hoy “Prof. Dr. Juan Jaime Bestard”.
Año 2006: Se da por terminado el antiguo compromiso, inaugurando la Unidad Pediátrica Ambulatoria en agosto de ese año. Año 2007: Se inició al proyecto de construcción del “NUEVO HOSPITAL DE CLINICAS” ejercicio presupuestario del año 2007, contrapartida del Gobierno Paraguayo a la nueva donación del Pueblo Japonés, el “Fortalecimiento”. Nuevo nombre, ya que dejo de ser Fortalecimiento del Centro Materno Infantil.
El proyecto de fortalecimiento tenía que ser construido sobre la avenida Mcal. López, espacio físico que pertenecía a las Facultades de Ing. Agronómica y Veterinaria. Luego de negociaciones se consiguió que los mismos cedan una parte de sus dependencias. La Facultad de Ciencias Médicas compensó ese terreno realizando algunas mejoras edilicias para ambas Facultades. No hay que olvidar el gran trabajo de nuestros queridos colegas universitarios como los Ing. Agrónomos que tuvieron que rescatar y trasplantar 200 plantas de macadamia, árboles adultos en fase de experimentación en el país, y que trajo aparejado un éxito internacional ya que fue el primer trasplante de árboles de este tipo en el mundo. Los gastos para ambas facultades sumaron un total de Gs 1.360.116.424.
Gracias a la generosidad de los contribuyentes japoneses, en mayo del 2007, el Parlamento japonés aprobó en su presupuesto la suma de aproximadamente 14.000.000 US$ (catorce millones de dólares americanos) para la lograr la culminación de la obra de 7.000 metros cuadrados de construcción. En ellos están incluídas las salas de consultorios, de urgencias, de diagnósticos, UTI y sala de Quirófano Central, totalmente equipados. La contrapartida paraguaya consistió en la edificación de las salas de internación y áreas administrativas dentro del “NUEVO HOSPITAL DE CLINICAS”. En los primeros estudios se calcularon 40.000 metros cuadrados de construcción, siendo en la actualidad aprox. 60.000 metros cuadrados.
Año 2008: Las obras donadas se terminaron en dos etapas; la primera a finales del año 2008 y la segunda en septiembre del año 2009, la contrapartida paraguaya debió haber terminado simultáneamente, cosa que no ocurrió.
Año 2009: Se trató de paliar la no conclusión del edificio, realizando una obra no prevista en el 2009, denominada “Bloque Intermedio” que consistía en salas de internación de 40 camas, destinado a la internación de los pacientes de urgencias. Con esto se debió haber dado inicio al funcionamiento de las dependencias concluidas del fortalecimiento. Monto del contrato del Bloque Intermedio: Gs 1.752.769.646. También se construyó un depósito para el Centro Materno Infantil (CMI), el cual totalizó un presupuesto de Gs 464.484.724.
Fue en este año fiscal 2009 en el que se tuvo una óptima colaboración por parte del gobierno paraguayo, pudiendo progresar la construcción de forma extraordinaria. Se proyecta la conclusión de la obra para el año 2011, con los presupuestos de los años 2009, 2010 y 2011, arrojando un total de Gs 46.950.500.820. Esta cifra incluye Gs 15.743.706.524 del ejercicio fiscal 2009, Gs 22.000.000.000 aprox. del ejercicio fiscal 2010 y Gs 9.000.000.000 del ejercicio fiscal 2011. Con esta suma deben concluir las obras civiles. Esta cifra NO INCLUYE el equipamiento hospitalario-informático y educativo.
Año 2010: Con los presupuestos de los años 2007, 2008, 2009 y 2010 se han ejecutado Gs 81.899.716.740 para la obra, a los que hay que restar Gs 3.577.370.794 (construcción del Bloque Intermedio, compensación a las Facultades de Veterinaria e Ingeniería Agronómica y el depósito CMI) dando un total de Gs 78.322.345.950, esta suma equivale a US$ 15.664.469 aprox. (unidad de cambio: 1 US$= Gs 5000).
Con lo expuesto queda demostrado lo invertido por el gobierno paraguayo hasta el 2010, US$ 15.664.469 en la construcción del “Nuevo Hospital de Clínicas” como se presenta en el anexo adjunto. Con relación a la donación del gobierno japonés para el “Fortalecimiento” (US$ 14.000.000), cabe mencionar que esta cifra no fue administrada por el gobierno paraguayo, ni por las autoridades de la UNA, como tampoco por la Facultad de Ciencias Médicas (FCM). Así mismo, debemos dejar bien claro que nuestras autoridades (UNA y FCM) no disponen del Presupuesto General de la Nación, para concluir las obras según compromisos asumidos. Si al inicio de este largo sueño, se hubiere presentado un proyecto con el monto total de la obra, hoy día, ella hubiere estado terminada.
En este momento, esperamos con mucho esperanza que las obras del “Nuevo Hospital de Clínicas” concluyan en el año del Bicentenario de la Independencia Patria, lo cual sería un gran legado para la ciudadanía paraguaya.

It has been eight years of intensive cooperative and hard work aimed to the finalization of our New Clinics Hospital. As many versions about the process of this big project have gone round the hallways, we thought of giving a clear view of what has been going on these past years and what has been projected for the near future. In this article will be providing official information, extracted from the National budget, item 520, of the years 2005-2011.
Year 2003: the project called: “Fortalecimiento del Centro Materno Infantil” is first presented to the back then, dean of the university: Prof. Dr. Juan Adolfo Catoni Ch.
Year 2004: the Project was presented to a Japanese group of experts and to the rector of the university Prof. Agronomic Engineer Pedro González, who offered help. The Paraguayan government accepted Japan’s donation, so our Government had to give compensation as part of the deal.
In this deal the Paraguayan government accepted the compromise of finishing the framework, located behind the pediatrics’ professorship. This obligation was left aside because the framework had many structural problems according to professionals in the areas of Architecture and Engineering. By this time, the Japanese government had already donated the “Centro Materno Infantil”.
Year 2005: The Paraguayan Government gave its first capital disbursement. This helped achieved the finalization of the Ambulatory Pediatric Unit: “Prof. Dr. Juan Jaime Bestard”.
Year 2006: The pediatric unit is finally opened in August of this year, fulfilling Paraguay’s previously taken compromise. Year 2007: The New Clinics Hospital construction project had started. This construction project came as part of the Paraguayan compensation for the new Japanese donation: “Fortalecimiento”.
The project “Fortalecimiento” was to be constructed over Mcal. Lopez Avenue. This area belonged to the universities of Agronomy and Veterinary Medicine. After a few negotiations, both universities ceded a portion of their territories and, as retribution the University of Medicine did some improvements for both universities establishments, expending a total of Gs 1,360,116,424. We must emphasize our university colleagues’ great job. The agronomic engineers had to transplant 200 macademia trees. Their hard work soon became internationally recognize as this was the very first macademia adult trees transplant successfully achieved around the world.
Thanks to generosity of the Japanese taxpayers, in May 2007, the Japanese Parliament approved an amount of 14,000,000 US$ (fourteen millions of American dollars) in their National budget to finished the 7,000 square meters of building work. Offices, emergency rooms, diagnostic rooms, operating rooms and intensive care units, all fully equipped, were included. As compensation, the Paraguayan government built patient rooms and the administration establishment for the New Clinics Hospital. In the preliminary studies 40,000 square meters of construction were estimated. Nowadays it has approximately 60,000 square meters.
Year 2008: The donated building works were finished in two stages. The first stage was finished by the end of the year 2008, and the second stage, in September, 2009. The Paraguayan compensation (Hospital’s opening) should have been done by that time as well, but this was not the case.
Year 2009: The Paraguayan government could not carry out the deal of finishing the building. Therefore, a not previously planned idea was embraced: the construction of the called “Bloque intermedio”. Patient rooms with 40 beds approximately, for emergency cases only. With all this, the finished areas of the “Fortalecimiento” should have been ready to start operating, once again, all the planning was left in standby. With the “Bloque intermedio” an amount of Gs 1,752,769,646 was expended. A warehouse for the C.M.I. was built, investing for this Gs 464,484,724.
A never so good collaboration from the Paraguayan government was given in this year (2009), so the building work advanced enormously. The finalization is planned for the year 2011, using the 2009, 2010 and 2011’ budgets, totalizing Gs 46,950,500,820. This number includes Gs 15,743,706,524 (2009’s budget); Gs 22,000,000,000 approx. (2010’s budget) and Gs 9,000,000,000 (2011’s budget). With this amount of money all the building work should be done. Hospital, technician and educational equipment are not included in these numbers.
Year 2010: with 2007’s, 2008’s, 2009’s and 2010’s budgets Gs 81,899,716,740 have been disbursed. From this money we must subtract Gs 3,577,370,794 (construction of the “Bloque Intermedio” and the warehouse for the C.M.I. plus the compensation to the universities of Veterinary Medicine and Agronomic Engineering) totalizing Gs 78,322,345,950, which is US$ 15,664,469 approx. (considering 1 US$ = Gs 5000).
With all the above exposed it has been proven that the Paraguayan government investment to date for the construction of the New Clinics Hospital is approx. 15,664,469 US$. In what matters to the Japanese donation (14,000,000 US$) for the “Fortalecimiento”, it is of paramount importance to mention that this money was not administrated by the Paraguayan Government, nor the National University authorities, not even by the university of Medicine.
We must clarify that our authorities (UNA and F.C.M.) cannot manage the National budget as they please in order to finish the building work in accordance with the assumed compromises.
Perhaps, if at beginning of this long beloved dream, a project that estimated the total building work costs was presented, this dream would had become real.
We sincerely wish that the New Clinics Holpital building work will finish in the bicentenary Nation’s independency year; this will be a gift to all the Paraguayan citizens.
