The objective is to analyze the quality assessment scale applied by the National Agency for Evaluation and Accreditation of Higher Education (ANEAES) of Paraguay, in the evaluation and accreditation processes, and the analysis of valuation by maturity levels. Evaluative Scale is the value judgment on the quality with respect to the degree of compliance with indicators. The Maturity Level evaluation supports organizations in the search for excellence in their development, implementation, maintenance and continuous improvement processes. The research is documentary, with a qualitative approach, descriptive level. The documentary analysis on the relationship between both matrices is carried out and both evaluation criteria are compared with each other. The results show that the assessment scale applied by the Agency lacks proportionality in the assessment of evidence in the partially compliant scale. The assessment by maturity levels is objective and proportional to the evidence that supports the assessment of an indicator, for its different scales, initial, designed, managed and optimized. It is concluded that the adoption of the assessment matrix by maturity levels constitutes an important innovation in the quality evaluation processes.
