Abstract

Citizen consultations have been established as contributing elements to participation in the constitutional elections for the different public offices. However, the difficulties to practice them raise a question about their viability. Due to the above, in this paper we review the normative provisions on popular consultation in the states of the republic to elucidate the implications that this type of participatory process has in practice. As findings, we observe that the configuration of these instruments favors their use by popular representatives and complicates their access to citizenship in general.
