Abstract

The research had as general objective: Analyze direct hiring and its incidence in the relationship between State and citizen in the urban population of the district and province of Huancané, period 2020. It presents a quantitative research approach, non-experimental design and descriptive- correlational. The data collection technique used was the survey with its instrument the questionnaire, with the sample size being 359 citizens. The results show that the products of the basic family basket have not been acquired under the best price and quality conditions and their distribution has not focused on the most vulnerable households. Likewise, the number of medical oxygen balloons did not meet the needs of the affected population and their delivery was not made at the most critical moment of the Covid-19 pandemic, which has generated discomfort and indignation among its citizens. Results that allow us to affirm that the mismanagement of direct contracts has a negative impact on the relationship between the State and the citizen in the urban population of the district and province of Huancané.
