The objective of this paper is to analyze three components of the mental health system in Paraguay, specifically the National Mental Health Policy, the Mobile Mental Health Unit and the Foster Homes. It can be seen that progress was made at specific periods through deinstitutionalization initiatives that need to be continued. However, there are still many weaknesses to be addressed within the system.
