Abstract

The present study was carried out with the objective of proposing a reference model for the agents responsible for the conception and implementation of policies aimed at improving and expanding the infrastructure of the electric power transmission system. For this purpose, the current process of infrastructure works management in Paraguay was analyzed, in addition to the management models in countries of the region, with the purpose of adopting the best practices applied in various contexts. In this way, the results of the work have been condensed into recommendations that range from the conception and selection of infrastructure works, through the management of the financing and the bidding process, to the execution of the projects. The recommendations for the strengthening of the institutions involved, for the better integration of the processes, for greater inter-institutional coordination, for the improvement of public procurement practices and for the growth promotion of the internal market of electricity infrastructure works suppliers were highlighted in this article. It has been considered that the integral adoption of the recommendations has the potential to improve the capacity of works management, in order to ensure that they come into operation in the planned year, which leads to better safety, reliability and operational flexibility of the electric system.
