Ciudad del Este is an eminently commercial hub, characterized by its border nature and its great dependence on Brazil. Due to the fact that it is going through an economic crisis and a period of low growth, Ciudad el Este is strongly affected by the sales declines of recent years. Faced with this situation, the economic scenario is propitious for a reconversion process to take place. The fact that there is the possibility that Ciudad del Este could become an empowering region in the provision of services and formal internal trade promotes the questioning of how a modification of its usual economic activities could be achieved and thus achieve greater independence from border trade. This research presents a proposal before the problem of commercial dependence between Ciudad del Este and Brazil. The research was documentary-bibliographic and field, using semi-structured interviews with institutions located in Ciudad del Este. In addition, estimates were presented based on possible economic scenarios. The results verify the high commercial dependence Ciudad del Este with Brazil, and it is recommended to look for alternative economic actions such as formalizing trade in the city and progressively increasing services, especially those related to tourism.
