The European Union and MERCOSUR are negotiating an Interregional Cooperation Agreement since 1999, based on the Interregional Cooperation Framework Agreement signed on December 15, 1995 in Madrid. This type of agreement is included among the so-called fourth generation agreements covering political dialogue, cooperation and the establishment of a free trade area. They are broader than the traditional agreements, as they seek to establish a political, economic, financial, social and cultural special agreement. In the specific case treated in this article, it includes three pillars: political dialogue, cooperation and trade. In September 2004, negotiations were suspended in the absence of agreement on the issue of market access. However, the outcomes of the other two pillars were terminated, leaving only the trade pillar under negotiation. The MERCOSUR saw UE´s proposal as a setback rather than a breakthrough, while considered insufficient quotas offered by the EU, since they were well below what is now the South American bloc were exported. European negotiators on the other hand expressed their dissatisfaction with the provision of access to markets by MERCOSUR industrial goods such as shoes, textiles, auto parts, ferrous and nonferrous.
