Abstract: This paper tries to understand in which way the evolution of the treatment of the migratory issue, given by the MERCOSUR, is adequate to the parameters established, in the regional and universal scope, by the international refugee law. Therefore, it examines the fundamental bases of MERCOSUR, the characteristics, and the state of implementation of the regional mechanisms of mobility and immigration regulation, as well as the regional and universal standards. The proposed research is qualitative and exploratory. For its development, the normative-descriptive method of analysis will be used, being the technique of bibliographic and documentary research.
