The electronic process is today one of the many manifestations of the great contribution of technology to other sciences. Private International Law in its practical face offers a specific treatment and, by the way, of frequent complexity. The area of greatest dissemination and connectivity is detected in judicial cooperation with a wide international and regional spectrum. The tedious transit of paper, even the contribution of the Central Authorities operating as a control and transmission vehicle, is still obsolete compared to reliable digital mechanics. Despite this, the electronic transmission of international or regional requests has grown by virtue of good practices based on reciprocity, but it needs to be consolidated through safe and effective agreements and platforms. The purpose of this work is to analyze the feasibility of creating a virtual area that facilitates the transmission of letters of warrants through a safe and effective platform. Arriving at a regional instrument on the issue raised may lead to the question of whether it is appropriate to work on the idea as “hard law” or as “soft law”.
