This article presents reflections on the decision-making processes of the MERCOSUR and the European Union, in view of the correlation of these processes with the institutionality and the regulations in which they are inserted. In this context, democracy asserts itself as the deliberative path of several cases of regional integration. In a first step, the formal support of democracy to regional integration processes will be discussed. In a second stage, the particularities of the institutional structure of each organization are identified. As an example, the intergovernmental character of MERCOSUR and its effects on decisions formulated in this ambit are highlighted. On the other hand, in comparison, the organizational format of the European Union is observed, with emphasis on some of its own characteristics, such as supranationality, technocracy and the framework of regional citizenship. Finally, the proposed dynamic points to the objective of emphasizing democracy as the political regime necessary for regional (or even international) processes, considering the demand for the effectiveness and validation of decisions made in these instances.
