The objective of this work is to examine the current phenomenon of “startups” and their impact, challenges and approach in the processes of regional integration (European Union and MERCOSUR).

A qualitative research model is used, focused on descriptive aspects, especially through the analysis of bibliographic content and instruments of the different organs of the integration processes indicated.

The work begins with an introduction where the main concepts of the subject are exposed, to then continue with a development focused on the current policies of the European Union in the matter, the analysis of the impact of the phenomenon on the classic paradigm of integration, to continue with the study of the situation in MERCOSUR. It ends with the conclusions regarding the problem defined in the introduction.

The topic is presented holding that the State and classic companies are no longer the protagonists of this time. On the contrary, the new products and services that the world requires today begin to be generated by new actors, among them the so-called startups.

Thus, these new business models - with the key role of the teams in creating solutions to current problems and needs on the local, regional and global agenda - are taking center stage today.

If we think of a suitable and conducive space for the development of startups, based on the natural resources existing in the different States, regional integration has a crucial role. Collaboration between the different startups within a regional integration process could generate a “network” that would in turn connect and integrate regions of the different States.

It is concluded that, in the European Union, different incentives, projects and platforms for startups are observed, reflecting an active policy in this field facing the 21st century. At MERCOSUR, we note the emergence of several startups in many of the States Parties and Associates. If MERCOSUR and the region become a space that generates the innovation that the needs of the 21st century impose, it will also be a space for the development of more and new startups. This will generate a pole of growth and will suppose the possibility of a development that allows to overcome the gaps and the social and economic needs, consolidating the long-awaited development with quality of life for its inhabitants.
