Abstract

The research deals with updating the baseline on the current situation of transparency in public institutions in Paraguay. It was approached justifying the need to initiate State actions in order to make its management transparent and fight against corruption. The purpose of the work is to present the results of the content analysis of transparency, accountability, anti-corruption and citizen participation developed in the Official Portals of Paraguayan public institutions. A non-experimental, exploratory-descriptive and cross-sectional method was used with a qualitative-quantitative approach. As a general result, the important progress achieved by public institutions to make information available to citizens, their administrative procedures through means that enable transparency, accountability, and the fight against corruption are highlighted. As a negative aspect, the state's low adaptation to the philosophy of citizen participation is pointed out.
