The COVID-19 pandemic, in Paraguay, had a huge impact on face-to-face education, with a special impact on the education of young people in the process of completing their education who entered a career at the Autonomous University of Asunción, with the admission diagnosis and the identified need to carry out this study to investigate the learning situation offered in the public sector of secondary education during the pandemic. The main objective was to analyze the perception of students and teachers of Secondary Education regarding the training received during the Covid-19 pandemic in vulnerable contexts of public institutions in Paraguay. The study had a qualitative approach with a descriptive scope, supported by data from the survey of teachers and students; and interviews with directors of five institutions from vulnerable sectors of the country, Asunción and the Central, Concepción, and Canindeyú Departments. The main conclusions show that a) the majority of the students completed secondary education with little general basic knowledge of the educational level, good handling of cellular devices, although with little use of technological tools for learning; b) the most used application was WhatsApp and Microsoft Team; c) Teachers and directors consider it essential to have training and provision of technological tools. In the same line, the students add contributions considering it important to implement a new approach in secondary education, in the need to have tools to be autonomous in learning for the development of competencies in coherence with access to the first job and higher education., with the appropriation of the basic knowledge to be addressed at the university. Likewise, the actors express the need for a strong presence of the State in the provision of technological implements to face the new challenges and respond to society.
