Abstract

In Paraguay, insecurity is one of the main citizen concerns. In spite of it, there is no institutional practice in the systematic use of instruments that allow the complete diagnosis of the problem. In this way, crime prevention policies are based, on the one hand, on perceptions of insecurity and on recorded crimes, leaving aside the actual rate of victimization; And, on the other, in the reduction of criminal and procedural guarantees. This article raises the need for the periodic use of the victimization survey, in order to have a diagnosis of crime that includes the total population victimized, the number and type of crimes occurred, attitudes towards crime, measures and confidence in institutions that serve as inputs for effective action to reduce crime.
