This paper contains an investigation based on the analysis of main law frameworks that constitute and are part of a national science and technology system. Citizen participation in science and technology is a subject of debate in the field of STS studies. It is possible to relate the participation in science and technology with the state's role. The national science and technology four Latin American countries are approached from the main law frameworks. An analysis from public participation in science and technology is performed and findings that motivate further studies were established.
