In this article we address the educational quality and we argue how it as been a key in defining an education policy aimed at basic education level. For this, we discusse the content of 15 papers published between 2012 and 2015 by three International Organizations, as well as seven key guiding documents and evaluations of basic level education in Mexico. We argue that the repeated use of this concept in documents issued by International Organizations assumes different meanings. all of which are reproduced uncritically in the plans of national and sectoral development, placing in the background the reading of a societal reality. We conclude that this approach responds to lineaments of an international nature that contribute very little to change and improvement of education in the country.
