The Convention on the Rights of Persons with Disabilities essentially modifies the theoretical framework to frame the person with disabilities in society. Disability or exceeded medical care and advanced approaches in the conceptualization of disability from the perspective of human rights. Among the recommendations of the Convention is referred to the Technologies of Information and Communication (ICTs) as a means of inclusion for people with disabilities, they are considered in this article. Subsequently universal accessibility is also discussed, in particular e-accessibility and digital inclusion as an essential human right to effective participation in society. The situation of our country within the framework of implementation of the Convention is also addressed. Finally, some final thoughts on technology to prepare society to be inclusive and consider ICTs and particularly the Internet as a key element of social inclusion and a fundamental right of equality initiatives are discussed
