Abstract: This article defines some theoretical and operational basis to determine the influence of institutional design in public policies. It begins with the conceptualization of governance, as a specific form of relationship between public authorities and stakeholders to steering the system, and determine the role of institutional arrangements in this scheme. After this theoretical framework outlined, we will proceed to the analysis of the case of the new education legislation passed in Uruguay in 2008, in order to elucidate their impact on the educational system governance.
