Abstract: This research presents a comparative study of the university organizational culture in Paraguay. In particular, on two of these institutions: the National University of Pilar (UNP) and the National University of Itapúa (UNI). For this work, two instruments were developed. These consist of structured questionnaires of the Likert-type scale, with the subsequent processing and use of descriptive statistics. The analyzed results have demonstrated that organizational cultures that incline towards an open system are able to effectively assimilate issues of the national culture within which they operate. Since the university, specifically, the public university cannot exist shielded from its surroundings, such as the society in which it functions, the political geography, the economy and culture in which it is entrenched and with which it lives, it has the duty to interact with that environment, with the reality of the surrounding in order to generate cutting-edge knowledge
