Abstract: This project was conducted with the objective of identifying the factors that influence learner motivation in learning Spanish or English as foreign languages at the college level, at a university in Taiwan and elsewhere in Asuncion, Paraguay. The study is exploratory - descriptive mixed method used in qualitative and quantitative data collection based on a survey of randomly selected university learners from both universities and interviews with professors of the same universities. By observing the results of both surveys as Paraguayans as Taiwanese students were found that the factors that motivate more foreign language learners are the use of technology and the teacher´s methodology.
