Innovation management is a key issue in today's global environment, considering that its application in companies leads to higher productivity and competitiveness, especially in small and medium-sized enter- prises (SMEs). Following a case study approach, the purpose of this study is to identify the weaknesses in the companies of the Cotton-Textile-Manufacturing cluster in Paraguay in relation to the adoption and development of innovations. In particular, it provides a qualitative analysis of the companies in the cluster in the context of their resources and innovation activities, monitoring of the environment, culture for innovation, innovation projects and the relationship within the cluster. The analysis of these dimensions indicates that the Cotton- Textile-Manufacturing cluster has conditions for a closer and more collaborative connection, though it requires certain actions and commitments of trust and communication from not only companies, but public institutions and local governments.
