The objective of this article is to present a descriptive analysis of the information obtained from the Permanent Household Survey 2017, in relation to the specific questions related to Internet access in Paraguayan households. Access to Information and Communication Technologies allows people to participate in society and by becoming familiar with them, it allows them to make better use of their benefits. However, technologies also constitute an element of exclusion in several sectors, due to various factors that influence the emergence of the so-called digital divide, a cross-cutting phenomenon that affects the educational, labor and social environment of people, communities and communities. countries The article exposes the evolution of the digital divide concept, focusing on the factors that determine its appearance. The data from the Permanent Household Survey 2017, referring to Information and Communication Technologies, was used as the primary source. The statistics that describe the results show a greater penetration of mobile telephony in households independently of the geographical, urban or rural area, being the juvenile age group the one that excels in accessing the internet through mobile devices. With the creation of the National Secretariat of Information and Communication Technologies, the foundations are laid for the implementation of public policies that allow the reduction of the digital divide.
