In this research on the value of water is high-lighted by its strategic value, fresh water is of-ten compared to oil. Unlike fossil fuels, water is necessary for life and a universally recognized since 2010 by the UN law. But recognition by the UN that drinking water is a universal right has reiterated the traditional belief that no one should pay for water, a well at the end of the necessaries of life, long before modern societies decided to put resource prices. Water has economic, environmental and social value. While it is true that Paraguay is rich in fresh-water, it is also a reality that knows no care for her, and that the pricing of water is still not equitable. It happens that, if water is a good that everyone can have discretion and without limit, without fees or taxes associated with its use and exploitation, soon there will be enough water to ensure the sustainability of terrestrial life, including human societies. This work has the general objective to identify the average of drinking water in Paraguay economic value. It will be difficult to ensure access and responsible use to improve the management of water supplies around the world, including Paraguay.
