Abstract

The study applies a multiple and simultaneous structural model to demonstrate from the quantitative point of view that poverty is the result not only of simple variables such as in-come, the basket, the UBN and it was irrefutably demonstrated. This study was based on another study to evaluate the impact of TEKOPORA Program so called to the “conditional cash transfer” as part of state policy to reduce and overcome poverty in general and especially rural poverty. It was a representative sample at the level of the five poorest departments of Paraguay: Caaguazú, Concepcion, Canindeyú, San Pedro and Caazapá with over 2300 sampling units focused on the rural sector. With this assay poverty arises as the result of complex factors linking and interact simultaneously, structural and systemic and it must be taken into account to measure poverty and therefore to design more effective and efficient policies in the struggle for structural overcoming rural poverty. Therefore, measurement of poverty does not have to be reduced in the poverty line, or in the unsatisfied basic needs or in the integrated method. On the contrary, it must be studied through multiple causal, simultaneous and structural models.
