Improving the quality of life of society in general and the poorest in particular, is one of the priorities of any government today; Social expenditure being the main management instrument for achieving this goal. In sight of this, most countries steadily increase resources for social spending, and Paraguay is no exception. However, advances in quality of life as measured by progress in the HDI of Paraguay have been modest, raising the question: What is the impact of social spending on improving the quality of life measure through the Human Development Index in Paraguay? This paper aims to analyze the impact of social spending on improving the Human Development Index. The research method is deductive and descriptive-correlational, because once the characteristics of the study variables are described; the degree of relationship between the two is analyzed through a simple linear regression analysis. After seeing contrasts in the results of this study, it is to be concluded that an increase in social investments is indeed improving the general welfare of the Paraguayan population, being noted however that said investments are insufficient in view of the relative backwardness in human development, so the need to take specific measures arises, aimed at achieving greater social spending and budgetary importance and in turn greater efficiency.
