Abstract

This investigation has as purpose to determinate the contribution of the Tekoporã social program in the formation of human capital of children and adolescents; the beneficiaries in Paraguay since its implementation in the year 2005 until 2014. For its purpose, the various variables that determine human capital are specified as education, health and nourishment, explained by the Monetary Transfers with Coresponsibility, the main characteristic of the Tekoporã social program. Three geographical scenarios are presented: The first one constitutes Paraguay, from an educational perspective and the level of national income. The second pertains to the districts initially prioritized by the Tekoporã program, portrayed by the variables of health, education and nourishment; and that serve as a main parameter of comparison in regards to the third scenario. The third scenario, which refers to the case study of one district of the Central Department, which was selected by the utilization of the econometric model of distribution of monetary benefits. In a broader sense, it was verified that the Tekoporã Social Program is focused on these three variables, but in accordance with the investigation and based on the comparison of the three geographical scenarios, the main contribution in the formation of human capital is concentrated in education, with the mandatory attendance of the beneficiaries to the educational establishments and its approval to the level of Basic Education.
