ABSTRACT Currently, the biomedical and technological development plays an essential role in the promotion and development of health systems and services. Traditionally, the deficient infrastructure and equipment avoid the offer of appropriate health services in developing countries. Besides, an appropriate system of technological management including a technology policy for health area, basic financial resources, appropriate human resources and an effective maintenance system, is vital to guarantee a sustainable development of health services. This article has as objective to publish a diagnosis about the situation of the technological development of health public services in Paraguay with the strong and weak points of the different areas and their impact on the management system of biomedical technology in public health. The article also includes a model of technological development that was designed based on the international experience and studies about the infrastructure and technology area carried out by the Department of Medical Bioengineering of the Health Sciences Research Institute (IICS in Spanish). The technological development plan is focused in thematic areas such as the Evaluation of Health Technologies (ETES in Spanish) and Technological Management as pillars for a sustainable, reliable and continuous growth within the frame of a reformist sanitary policy. Finally, a well structured and organized technological development program, supported by the experience recently gained in the public sector, could establish a sustainable and reliable development of the health services in the country.
