Abstract

In Paraguay, 62.5 % of the population is settled in urban areas, with 37 % settled in the city of Asunción and the Central department. Many of these people live in areas with high vulnerability and through this research we seek to understand how the culture of legality impacts on their resilience strategies. The type of study is descriptive, multiple case and qualitative approach; It was developed in 8 settlements located in the metropolitan area of the city of Asunción with a directed sampling. The general characteristics are the low coverage of public services, the difficulties of access to education and health, the high rate of informal employment and the location in areas of extreme environmental vulnerability. The culture of legality is low, mainly due to the perception that if one has economic or political resources, it is above the regulations; This generates a breakdown of the community organization.
