Abstract: In the context of the relationship between citizens and the state, the political power that hangs over the regulation of water resources and services in contrast to the social influence of the environmental crisis emerges and affects the supply to the public. In this scenario, Sustainable Local Development is assumed as a range of management and participation in the converging both a tariff system as a system of subsidies arising from conflicts between authorities and users of water service. In this sense, the purpose of this paper is to both factors that inhibit or facilitate endogenous development. To this end, the governance of water resources and their implications for community development considering municipal procurement policies and evaluation of these programs through public opinion surveys discussed. Such an exercise will allow management scenarios anticipate from the differences between economic operators, political actors and social subjects.
