Using data from the 2020 higher education admission process, this article analyzes the distributive behavior of the special quotas of a Chilean socio-educational inclusion policy. Several indicators have been created to profile both the demand and the programmatic offer that adheres to this initiative. The results show that the allocation of special quotas is neither homogeneous nor random; the higher the elitism, academic profile and socioeconomic characteristics of a program's enrollment, the lower its number of vacancies for special admission. Likewise, special quotas increase in programs with low levels of demand and that concentrate students with low performance in admission tests. The conclusions discuss whether the contribution of the most prestigious programs make to social inclusion is more symbolic than real, as well as the configuration of a logic of instrumental use of special admission in programs with low demand.
