O objetivo do trabalho consiste em entender como se tem debatido a temática do desenvolvimento humano, através de uma revisão da literatura. Este estudo se justifica por apresentar a importância do papel do Estado na aplicação de políticas publicas visando o desenvolvimento, sendo este um termo complexo com interferências em diversos setores sociais e econômicos. Diante toda a discussão acerca do modelo de desenvolvimento, foi possível perceber a falta de consenso sobre o termo. Contudo, é apresentado o desenvolvimento sob distintas dimensões de análise, tomando o modelo multidimensional, que se caracteriza como a forma mais completa de definição do desenvolvimento, uma vez que assume as diferentes dimensões como determinantes no processo de desenvolvimento.<hr/>Abstract: Human development is a complex term that involves different approaches, including economic and social ones. The objective of the work is to understand how the issue of human development has been debated, through a literature review. This study is justified by the importance of the role of the State in the application of public policies aimed at development, which is a complex term with interference in several social and economic sectors. In the face of all the discussion about the development model, it was possible to perceive the lack of consensus on the term. However, development is presented under different dimensions of analysis, taking the multidimensional model, which is characterized as the most complete definition of development, since it assumes the different dimensions as determinants in the development process. <![CDATA[The paraguayan scientific productivity (2005 - 2015) in the web of science and google scholar]]> http://scielo.iics.una.py/scielo.php?script=sci_arttext&pid=S2226-40002018000200109&lng=pt&nrm=iso&tlng=pt RESUMEN: Este trabajo tiene como objetivo comparar la producción científica paraguaya de los investigadores categorizados por el Programa Nacional de Incentivo a Investigadores del Paraguay (PRONII) del 2011al 2014. El periodo de estudio abarcó 10 años de producción (2005 a 2015). Los datos obtenidos fueron analizados en el Google Académico y en la Web of Science (WoS). A partir de los análisis realizados se observan significativas diferencias entre la producción declarada en el curriculum de los investigadores paraguayos, y los resultados arrojados por Google Académico y por la Web of Science. Esto es, se refleja un bajo nivel de indexación de las revistas paraguayas y una escasa presencia internacional de la producción de los científicos paraguayos en las revistas consideradas como centrales o de alto impacto.<hr/>ABSTRACT: This work aims to compare the scientific production of Paraguayan researchers who are categorized by the National Incentive Program for Paraguayan Researchers (PRONII) over the period of 2011 to 2014. The study period covered a production of 10 years (2005 to 2015). Data obtained were analyzed by Google Scholar and the Web of Science (WoS). On the basis of the analysis significant differences are observed between the production declared by the resumes of Paraguayan researchers and the results provided by Google Scholar and the Web of Science. That is, a low level index creation of Paraguayan Journals and a low international visibility of Paraguayan scientific production in journals considered as having a central or high impact. <![CDATA[Emigration and criminality in Venezuela (21st century). Analysis based on the capabilities and institutional approach]]> http://scielo.iics.una.py/scielo.php?script=sci_arttext&pid=S2226-40002018000200119&lng=pt&nrm=iso&tlng=pt Resumen: En el presente artículo nos proponemos analizar la relación entre emigración-crimen desde dos enfoques: el de las capacidades, centrado en la tesis de Amartya Sen y Martha Nussbaum; y el enfoque de la institucionalidad. Con este marco referencial, analizamos datosa nivel nacional encontrando evidencias de quela variación del crimen, específicamente del homicidio, puede ser una importante variable explicativa de la emigración en Venezuela (siglo XXI). A pesar de las riquezas e indicadores sociales positivos en este período, Venezuela no logra retener a su población económicamente activa (juventud y adultos jóvenes). La criminalidad parece haberle quitado atractivo a Venezuela como un lugar para la libertad y desarrollo.<hr/>Abstract: In this article we propose to analyze the relationship between emigration and crime from two approaches: capacities, centered on the thesis of Amartya Sen and Martha Nussbaum; and institutional approach. With this referential framework, we analyze data at the national level, finding evidence that crime variation, me, specifically homicide, can be an important explanatory variable for emigration in Venezuela (21st century). Despite the riches and positive social indicators in this period, Venezuela fails to retain its economically active population (youth and young adults). Crime makes Venezuela unattractive as a place for freedom and development. <![CDATA[Gestão: Integração eficiente para o desenvolvimento de uma educação de qualidadenas escolas do município de Olinda-PE]]> http://scielo.iics.una.py/scielo.php?script=sci_arttext&pid=S2226-40002018000200139&lng=pt&nrm=iso&tlng=pt Resumo: O presente trabalho tem como objetivo analisar como os gestores desenvolvem capacidades de manter-se ativos e atuantes para o desenvolvimento de uma educação de qualidade no processo democrático nas escolas do município da cidade de Olinda-PE. Justifica-se esta pesquisa pelas dificuldades ocorridas no cotidiano dos gestores, e as preocupações dos mesmos em serem competentes no sentido de articularem a teoria x práticas administrativas e pedagógicas desenvolvidas nas escolas municipais de Olinda. Como seria possível uma melhor integração dos gestores para melhorar o processo de ensino aprendizagem no sentido de garantir a escola democrática com base em uma escola de qualidade? Esta é a temáticado problema. Por fim, a metodologiautilizada conforme os estudos e o desenhofoi não experimental, descritivo e de enfoque quantitativo. Os participantes foram 41 gestores e foi fundamentada em questionários. Os dados foram tabulados e apresentados em figuras estatísticas para facilitar sua análise. Não se trata de um estudo conclusivo, uma vez que oferece espaço para novas investigações. A pesquisa revelou que de uma boa gestão e uma excelente escola de qualidade o trabalho flui de maneira positiva para todos os envolvidos na administração da escola.<hr/>Abstract: The present study aims to analyze how managers develop the capacity to remain active in the development of a quality education in the democratic process in the schools of the city of Olinda-PE. This research is justified by the difficulties found in the daily life of the managers and their concerns to be competent in articulating the theory x administrative and pedagogical practices developed in the municipal schools of Olinda. How could a better integration of managers to improve the teaching process to ensure a democratic school based on a quality school? This is the problem. The methodology used according to the studies and design was non-experimental, descriptive and quantitative. The participants were 41 managers and was based on questionnaires. The research revealed that a good management and an excellent quality school work flows in a positive way for all those involved in school administration. <![CDATA[The impact of the tekoporã program in social policy in Paraguay]]> http://scielo.iics.una.py/scielo.php?script=sci_arttext&pid=S2226-40002018000200151&lng=pt&nrm=iso&tlng=pt Resumen: El presente estudio describe el impacto del programa TEKOPORÃ en la política social de Paraguay para la reducción de la pobreza y mejoramiento de la calidad de vida. Se justifica en consideración de que la Política Social se constituye en derechos y obligaciones de la población en el marco de sus necesidades particulares como la Salud, Educación, Vivienda y etc. Para el lograr este objetivo analítico, se tienen en cuenta los parámetros metodológicos de una investigación descriptiva, no experimental, por encuesta con enfoque cuantitativo y por entrevista con enfoque cualitativo. Los resultados de este estudio han reflejado que el programa TEKOPORÃ en la política social nacional se enmarca en el acceso a los servicios públicos de educación, salud, vivienda, fundamentalmente. A través del fortalecimiento de este tipo de programas sociales se ha buscado garantizar a la población de sectores carenciados una mejora en su calidad de vida en los últimos años.<hr/>Abstract: The present study describes the impact of the TEKOPORÃ program in the social policy of Paraguay for the reduction of poverty and improvement of the quality of life. It is justified in consideration of the fact that Social Policy is constituted in rights and obligations of the population within the framework of their particular needs such as Health, Education, Housing and etc. In order to achieve this analytical goal, the methodological parameters of a descriptive, non-experimental research, a survey with a quantitative approach and an interview with a qualitative approach are taken into account. The results of this study have reflected that the TEKOPORÃ program in the national social policy is framed in the access to the public services of education, health, housing, fundamentally. Through the strengthening of this type of social programs, it has been sought to guarantee the population of disadvantaged sectors an improvement in their quality of life in recent years. <![CDATA[The experience of innovation in Professors` training in Higher Education: the case of the participation of the Universidad Autónoma de Asunción (UAA) in the TO-INN Network Erasmus Program (2016-2019)]]> http://scielo.iics.una.py/scielo.php?script=sci_arttext&pid=S2226-40002018000200169&lng=pt&nrm=iso&tlng=pt Resumen: El presente artículo describe la experiencia en desarrollo, y por tanto con logros parciales, de la Universidad Autónoma de Asunción como institución de educación superior (IES), en el marco de un proyecto Erasmus que conforma una red integrada de instituciones europeas y latinoamericanas según un programa de innovación para la formación docente. Gobernanza y política, dimensión social, pertinencia curricular e innovación docente, constituyen las cuatro dimensiones que, como ejes transversales se consideran para construir colaborativamente y con el intercambio de experiencias entre todos los miembros socios de la red, como aportes para expandir, incluir y mejorar los logros en la formación docente en todos los niveles. Para el caso de la UAA, en el de la docencia universitaria fundamentalmente de didáctica, y en los cursos de posgrado en el área de educación, considerando especializaciones, maestrías y doctorados. La orientación del proyecto es desde un abordaje sistémico, con procedimientos metodológicos mixtos, que integran la investigación, con la formación y acción, de manera colaborativa y de intercambios de experiencias. Los ajustes curriculares, según la consideración de los contextos situacionales de cada IES, así como del perfil de los nuevos educadores, así como la formación de formadores son parte de los resultados logrados y en proceso.<hr/>Abstract: This article describes the experience in development, and therefore with partial achievements, of the Universidad Autónoma de Asunción as an institution of higher education (IES), within the framework of an Erasmus project that forms an integrated network of European and Latin American institutions according to an innovation program for the teachers` training. Governance and politics, social dimension, curricular pertinence and teaching innovation, make up the four dimensions that, as transversal axes, are considered to build collaboratively and with the exchange of experiences among all the members of the network, as contributions to expand, include and improve the achievements in teachers` training at all levels. For the case of the UAA, in the case of university teaching mainly of educational methodology, and in the postgraduate courses in the area of education, considering specializations, masters and doctorates. The orientation of the project is from a systemic approach, with mixed methodological procedures, that integrate research, with training and action, in a collaborative manner and exchange of experiences. The curricular adjustments, according to the consideration of the situational contexts of each IES, as well as the profile of the new educators, as well as the training of trainers are part of the results achieved and in process. <![CDATA[The implementation of actions to strengthen the Office of International Relations at the Autonomous University of Asunción within the framework of PONCHO project. A case study.]]> http://scielo.iics.una.py/scielo.php?script=sci_arttext&pid=S2226-40002018000200185&lng=pt&nrm=iso&tlng=pt Resumen: Este artículo busca dar a conocer las acciones institucionales de la Universidad Autónoma de Asunción (UAA) en el marco de su participación en el Proyecto PONCHO (Internacionalización de universidades periféricas de América Latina a través de la integración sostenible y la implementación inclusiva de las Oficinas de Relaciones Internacionales). La unidad de análisis es la Oficina de Relaciones Internacionales (ORI) de la UAA. La metodología observa un enfoque cualitativo, de tipo descriptivo y análisis de documentos, conciliando en un estudio de caso. Las conclusiones se refieren a un microambiente externo que propone de ejemplo el proyecto PONCHO, que además de fortalecer los lazos con IES europeas, fortalece los lazos de cooperación entre IES latinoamericanas en su caso: Argentina, Bolivia, Brasil, Colombia, Paraguay, Perú y Uruguay. Se refiere también a un microambiente interno que demuestra que las acciones implementadas son relevantes y constituyen una oportunidad específica para fomentar la internacionalización en la UAA, mejorando oportunamente las capacidades en los niveles técnicos, académicos e institucionales.<hr/>Abstract: This article seeks to publicize the institutional actions of the Autonomous University of Asunción (UAA) within the framework of its participation in the PONCHO Project (Internationalization of peripheral Latin America universities through sustainable integration and the inclusive implementation of the International Relations´ Offices).The unit of analysis is the International Relations Office of the UAA. The methodology observes a qualitative approach, of descriptive type and analysis of documents, conciliating in a case study. The conclusions refer to an external microenvironment that proposes, as an example, the PONCHO project that, in addition to strengthening ties with European HEIs, strengthens cooperation ties between Latin American HEIs in this case: Argentina, Bolivia, Brazil, Colombia, Paraguay, Peru and Uruguay. It also refers to an internal microenvironment that shows us that the implemented actions are relevant and constitute a specific opportunity to promote internationalization in the UAA, improving opportunely the capacities in the technical, academic and institutional levels.
